but mention one person. He is the former general manager of Fujian Xia Xing
Energy-saving Lighting Co., Ltd. Luo Mingxiang. Luo Mingxiang is a Yunxiao
entrepreneur who started his business in Xiamen. In 2005, he returned to his
hometown to establish the Chuzhou Strait Science and Technology Vocational and
Technical School, and began his entrepreneurial career in Yunxiao. At the
beginning of 2007, under the encouragement of the local industry to develop the
industrial economic atmosphere, he believed that the development of
energy-saving lighting industry was promising because of the information he had

Yunxiao County Party Committee and the county government were seeking some
industrial industries suitable for local development. Therefore, Luo Mingxiang’s
ideas attracted the attention of the local government from the beginning, and
immediately found a local partner for the matchmaking and coordinated in the
Yunling Industrial Development Zone. The factory of a relocated enterprise
allows Luo Mingxiang's enterprises to settle in, and provides strong support
from the policy, capital and personnel. In March 2007, Fujian Xia Xing
Energy-saving Lighting Co., Ltd. was opened and officially put into operation at
the end of April. The products were in short supply. In July, they entered the
ranks of large-scale industrial enterprises. In the same year, they paid more
than 600,000 yuan and recovered the investment cost. Xia Xing's rapid effect has
enabled Luo Mingxiang to see the huge potential of the energy-saving lighting
industry. At the same time as Xia Xing's steady development, in August, he
co-founded Fujian Yunxing Electronics Co., Ltd. to produce energy-saving lamp
accessories aluminum electrolytic capacitors. Devices, by December, Yunxing has
also become a large-scale industrial enterprise, and the products are also in
short supply. Xia Xing and Yun Xing are born like two shining stars, which
immediately illuminate the future of Yunxiao's industrial development. After the
investigation and demonstration, the Yunxiao County Party Committee and the
county government decided to identify the energy-saving optoelectronics and CNC
machine tool manufacturing and shipbuilding industry as the “three major
industries” for industrial development. Xia Xing and Yun Xing's "Fire of the

Private funds "fuel on fire"
To find a good development path, we must also have a large amount of
investment funds, especially to quickly form an industry in a short period of
time, but also need huge financial backing. Where does the money come from? At
this point, Yunxiao has a unique advantage. The folk economy of Yunxiao County
has always been active, and it has accumulated abundant funds, which can be
described as rich in the people. According to statistics from the bank, as of
the end of 2006, the total deposits of residents in Yunxiao County alone
amounted to 4.6 billion yuan, and deposits in foreign countries would be much
higher than this figure. However, due to various reasons, these private funds
that are sleeping in banks or free locals are basically in a "dormant" state for
a long time. Some think that they are at a loss, and some have the impulse to
invest in the industry, but they are afraid of market risks. Many of the big
capitalists are "do not knock and slap on the drums," and wait and see. It can
be said that before 2007, when the foreign investment in Yunxiao was higher than
the wave, the county's private capital has been flustered. At a critical moment,
this problem has made cloud decision makers unable to sit still. "It is

private funds are activated is the time when Yunxiao County's economy is taking
off!" Huang Yibin, the county party secretary, made a decisive decision, and the

First, the county party secretary and county magistrate personally led the

by Private Capitals", and deployed the county's activities to activate private
funds and develop energy-saving photovoltaic industry in the form of
responsibility system.
The intensive drums are inspiring. With the active cooperation of the whole
society, in just a few months, Yunxiao has raised more than 1 billion private
funds to invest in the development of energy-saving optoelectronics industry.
Fujian Xinshi Group Co., Ltd., which was led by Xiamen Yunxiao Chamber of
Commerce, came into being in this tide. With 200 million yuan of funds, it
established 10 upstream and downstream supporting enterprises such as
electrolytic capacitors, lamps, lamps and circuit boards. The development zone
requisitioned more than 300 mu of land and rented a 20,000-square-meter factory
to create an energy-saving optoelectronics technology park. It became the first
privately-owned group company in Yunxiao, and hired Luo Mingxiang as the general
manager to start production of three companies in a month. The tongue is
surprisingly "the speed of faithfulness." Zhangzhou Donglin Electronics Co.,
Ltd., which was established by the county private capital and Xiamen Donglin
Electronics Co., Ltd., leased 21,000 square meters of factory buildings in Xiahe
Industrial Concentration Zone to produce "Firefly" brand energy-saving lamps
with their own intellectual property rights, and acquired 247 acres of land. In
preparation for expanding production scale, the total investment will reach 200
million yuan, and the annual output value will reach 700 million yuan after
reaching production. In addition, many energy-saving optoelectronic industrial
enterprises such as Qi Quan, Santai, Yucheng, Tianxing, Sanxing, Taiming, Fumin,
Shibang, Liyuan, etc. will also open on the 28th of this year, the second
session of China’s Yunxiao Strait. Cut the ribbon or lay the foundation during
the 'Song of Culture'. All of these projects can basically be put into
production this year. After two years, the annual output value of more than 2
billion yuan will be formed, almost half of the GDP of the Yunxiao region in
2006. Yunxiao’s energy-saving photovoltaic industry is “fired”, and this fire is
so hot that it is the “oil” of private funds.
Energy-saving photoelectric future is bright
During this time, Mr. Luo Mingxiang, the general manager of Fujian Xinshi
Group Co., Ltd., was particularly busy. In addition to contacting the business,
organizing production, and building a new factory, he also received a group of
investment intentions who came to consult. When talking about the development of
so many energy-saving optoelectronic enterprises, will it cause market
competition? Luo Mingxiang told everyone a set of figures: the EU now uses only
10% of energy-saving lamps, only 5% in the US, and less than 1% in China.
Energy-saving lamps are more than 80% more energy efficient than ordinary
incandescent lamps, and more than 35% more energy-efficient than fluorescent
lamps, and will become the most widely used lighting products in the future.
This set of numbers makes it almost impossible for us to imagine the extent to
which the market for energy-efficient lighting products is vast. At present, all
the major manufacturers in China can only meet the demand of about 30% of
foreign customers. "The cloud energy-saving photoelectric enterprises will
develop one or two hundred more enterprises, and they will not have to worry
about the sales of products. On the contrary, after the formation of large-scale
clusters, the cost can be reduced, the market competitiveness is stronger, and
the products can be sold better!" Luo Mingxiang said.
At the beginning of 2008, Yunxiao Energy-saving Optoelectronics Technology
Industrial Park was listed as a provincial-level key project under construction
and was included in the “Government Work Report” of the Fujian Provincial
Government. Looking forward to the future of Yunxiao energy-saving
optoelectronic industry, Huang Yibin, secretary of the county party committee,
is full of pride. He said: "The strong private funds that have been activated
can not only make Yunxiao's energy-saving optoelectronics form an industrial
cluster quickly, but also allow Yunxiao to have the most advanced equipment and
