China vs Vietnam vs Indonesia for Custom Packaging in 2026: Which Origin Actually Wins?
Published: October 2026 | By GoodBox Engineering Team
Indonesia carries the lowest reported duty of the three major Asian packaging origins in 2026 — but the duty rate alone should not decide where your boxes are made. For most brands above 5,000 units per SKU, the cheapest landed cost still comes from a two-country split, not a single switch.
This is written from the factory side. GoodBox runs six owned plants in China, three in Vietnam and one in Indonesia, and can quote the same rigid box specification out of all three — which is exactly why the comparison below is uncomfortable for us to publish. A packaging manufacturer with factories in China Vietnam and Indonesia has every commercial reason to tell you to move. The numbers do not support that.
What follows is the 2026 duty picture, the origin documents US customs now asks for, and an allocation model you can hand to a procurement team.
1. What are the real duty differences between China, Vietnam and Indonesia in 2026?
The gap is real but far smaller than the sourcing articles suggest: China, Vietnam and Indonesia now sit in two adjacent duty bands, roughly 2.5 percentage points apart. To understand the difference between China Vietnam Indonesia packaging origin duty rates, start with the tiering rather than the headline percentage.
• After the July 2026 Section 301 expansion, trade press reported a two-band structure: China, Hong Kong, Vietnam, Thailand, Japan and Korea in a 12.5% band; Indonesia, Malaysia, Cambodia, India, Mexico, Canada and the UK in a 10% band.
• China-origin paper goods still carry earlier Section 301 list duties, commonly reported at 7.5%–25%, which do not attach to Vietnamese or Indonesian origin.
• Vietnam and Indonesia are therefore close — about 2.5 points apart. China versus Indonesia is a much wider spread once legacy list duties are counted, but that spread has narrowed every year since 2018.
• Duty is charged on customs value, so the per-box saving is small. On a rigid box at $1.30 FOB, 2.5 points is roughly $0.03 per unit. On 10,000 boxes that is about $300 — less than the cost of one new die and one sample round.
• Rates in this band have been revised more than once in eighteen months. Any saving modelled on today's rate should be treated as a range, not a fixed number.
The second question matters more than the first. "Made in Vietnam" or "Made in Indonesia" requires genuine converting in that country — printing, die-cutting, V-grooving, wrapping and assembly — not final assembly of China-made greyboard and wrap. US customs has been auditing this aggressively, and a reclassified lot wipes out years of tariff saving in one entry. Ask every supplier for factory-level cost breakdowns, material invoices by lot, and a written origin statement per SKU.
Put simply, the China plus one packaging strategy for US brands explained in one line: keep China for what only China can do well, and add a second origin for volume and policy risk — not for a two-point duty delta.
✅ Bottom line: Indonesia carries the lowest reported 2026 duty of the three, but 2.5 points saves about $0.03 per box — choose origin for capacity and origin risk, not the rate.
2. How should you split a packaging program across three countries?
Split by structure complexity and annual volume, not by price list. Keep high-finish, low-volume SKUs in China; move stable, high-volume standard structures to Vietnam or Indonesia; and qualify the second site before you need it, not after a rate change forces you.
• China for complexity. Multi-level emboss with tight foil registration, magnetic closures held to a ±0.20 mm recess, soft-touch over dark stock, and runs under 1,000 units. The supplier ecosystem for specialty papers and finishing is still deepest in Guangdong.
• Vietnam for mid-volume standard formats. Lift-off lid, book-style, drawer and collapsible magnetic structures at 3,000–30,000 units, where the structure is proven and the risk is schedule rather than engineering.
• Indonesia for tariff-sensitive, stable, large runs — and for brands whose retail customers ask for a non-China origin in writing.
• Duplicate the die, not the file. Each plant needs its own die and its own golden sample. Board caliper and wrap tension differ by site, and a die cut in Dongguan will not produce the same lid clearance in Hai Phong.
• Test flatness after conditioning, not on arrival. Run a 500–1,000 unit pilot per site, store it 30 days at ambient humidity, then measure lid bow and magnet closure force. Warping shows up in week four, not on the loading dock.
• One master spec sheet, three signatures. Lid clearance, magnet recess tolerance, ΔE ≤ 2.0 and AQL 2.5/4.0 should be written once and signed by every site. This is where multi-origin programs usually fail — not in the boxes, in the paperwork.
That is the China plus one packaging strategy for US brands explained in operational terms: one specification, several qualified sites, and no requalification from zero when a rate moves.
The advantage of a packaging manufacturer with factories in China Vietnam and Indonesia that actually owns those plants, rather than partnering with converters, is that the compliance file travels with the box. All of GoodBox's facilities are FSC-CoC certified, colour is managed under G7 Master across sites, and group carbon is accounted under ISO 14064 — so switching origin does not reset your PPWR or ESG documentation. Dongguan Tai Lian Packaging Co., Ltd., the China entity behind GoodBox, has been converting paper packaging since 1990 and now operates the same specification book across all ten plants.
✅ Bottom line: Split by complexity and volume, duplicate die and golden sample per site, and qualify the second origin before a rate change forces you to.
FAQ
Q: Does moving production to Indonesia remove Section 301 duties entirely?
A: No. Indonesian origin avoids the China-specific list duties, but it still sits in the reported 10% band introduced in 2026. Before quoting a saving, ask your broker for the current HTS classification of your box and a written origin opinion — and treat any published rate, including this article's, as a snapshot.
Q: How long does it take to qualify a second factory for an existing rigid box?
A: Plan 6–10 weeks: one week for spec transfer and die fabrication, 2–3 weeks for the first sample round, one week for conditioning, then 3–4 weeks of pilot production. The difference between China Vietnam Indonesia packaging origin duty rates is the easy part of that timeline — the slow part is re-approving the golden sample.
Q: Do you run OEM and ODM programs across all three countries?
A: Yes. GoodBox takes OEM work to a supplied dieline and ODM work from structure development upward, with custom and wholesale volumes typically starting at 500 units per design at any origin. As a packaging manufacturer with factories in China Vietnam and Indonesia, we quote all three against one spec so the comparison is like for like. Details of the rigid box range are on our rigid boxes page, and converting capability is set out in our production procedure.
Next step: send your current rigid box specification — board caliper, wrap, closure, insert and annual volume — and GoodBox will return a three-origin landed cost comparison for China, Vietnam and Indonesia within five working days, with duty, freight and origin documentation included. No tooling commitment required.
